UPDATE

The Americans with Disabilities Act, ADA, is a wide-ranging civil rights law that prohibits discrimination based on disability.  Date of compliance is May 15th, 2012.

Any swimming pool that falls under Title II (public entities at the local or state levels) or Title III (private entities of public accommodation) of the ADA law will be required to provide one to two means of accessible entry points by pool lift or slopped entry dependant on pool size.  Other means of access will be recognized, but only as secondary measures.  Spas, wave action pools, leisure rivers, wading pools and sand bottom pools will also each need one access point. 

In order for any pool lift to be ADA compliant, the patron must be able to operate the lift without assistance.
